House of Representatives Standing Committee on Infrastructure and Communications Inquiry into the National Broadband Network - Eastern Regional Corridor Submission

 

The aim of this submission is to illustrate the benefits of high speed broadband and inherent social, cultural, environmental and economic improvements for the community of the Eastern Regional Corridor (NSW). The ERC offers a logical early site for the NBN rollout as an opportunity to build an Eastern Regional Digital Corridor (ERDC). Fundamentally, the ERDC provides an opportunity for the project to achieve high levels of immediate value creation and to contribute to the development of a more socially, economically, and digitally equitable Australia.

Coffs Harbour NBN Rollout Documentation Project

 

The Coffs Harbour NBN documentation project will involve developing a detailed description of the key processes and events occurring during the rollout of the NBN to the first Fibre Serving Area Module (FSAM) in Coffs Harbour. The project will describe the key organisational actors involved in these processes and events (including individual divisions and departments of NBN Co. and CHCC), and the institutional interests informing the actors’ input on key issues arising during the project. Additionally, the project will include consideration of the role that material, geographical and infrastructural factors and concerns play in determining the course of events – for example, how the condition of the existing aerial electricity network in the FSAM is taken into account by NBN Co. when planning the construction process.

The timeframe to be mapped will begin 8 July 2010, the date on which Coffs Harbour’s selection as a second release site was announced, and will continue until the FSAM is fully operational and live.

On completion, this paper will provide the following information for local councils on the Mid North Coast

 

1) Background on the project that placed Coffs Harbour as a successful candidate for a stage two rollout of the NBN

2) A timeline of rollout.

3) Key actor’s involved in the rollout

4) Key decisions that influenced estimated completion date.

5) Community engagement models to influence the current opt in model and provide a wider understanding of the importance of high speed broadband for the regions.

 

This paper will be made available to all six of the councils in the RDA mid North Coast’s footprint to further assist with the issues and areas surrounding the NBN roll out.
