Regional Sponsored Migration Scheme (RSMS)
The Regionally Sponsored Migration Scheme (RSMS) is designed to assist regional employers who are unable to find skilled Australian workers to fill vacancies in their workforce. Employers who cannot find Australian workers are able to recruit skilled workers they need from outside Australia or from temporary visa holders who are currently living and working in Australia. Employers applying for RSMS must be able to prove they have tried and been unsuccessful in filling vacancies with Australian workers.
Regional Development Australia – Mid North Coast (RDA-MNC) is the Regional Certifying Body authorized to provide certification of employer sponsored visa applications under the Regional Sponsored Migration Scheme (RSMS) on the Mid North Coast of NSW.
The Mid North Coast covers the local government areas of Greater Taree, Port Macquarie Hastings, Kempsey, Nambucca, Bellingen and Coffs Harbour councils and Lord Howe Island.
The role of a Regional Certifying Body (RCB) is to assess migration applications for the Regional Sponsored Migration Scheme, through knowledge of the local labour market, before it is submitted to the Department of Immigration and Citizenship (DIAC) for approval. The only type of migration application dealt with by RDA-MNC is the Regional Sponsored Migration Scheme. RDA-MNC is unable to provide advice on general migration matters outside the scope of the RSMS scheme.
The employer is required to be the nominating business on the RSMS application.
- Does the nominating business provide employment within the Mid North Coast?
- Is the employer lawfully and actively operating the business?
- Is there a genuine need for the nominated position within the business?
- Will the business provide full-time employment for at least two years once the visa has been granted?
- Does the nominated position involve work which requires a person with at least a diploma qualification?
- Will wage rates be in line with lawful industrial relations requirements? (These can be found on the website http://www.fairwork.gov.au)
Supporting Documentation
It is necessary to provide evidence to support these requirements when lodging applications. All documents should be certified photocopies of originals. Documents to be lodged are:
Employer nomination form, DIAC Form 1054
Business registration documentation
Job description demonstrating need for minimum qualification of a diploma
Employment contract for minimum of 2 years
Evidence of employer’s financial stability and capacity to employ ie. Profit and Loss Statement and Balance Sheet
Evidence of job advertising or letter from your employment agency verifying their inability to find suitable candidates for you
Certified copy of nominee’s Passport
Payment of the processing application fee of $500.00
After processing the application RDA-MNC will return all documentation to the applicant for lodging with the Department of Immigration and Citizenship at GPO Box 9984 Sydney 2001. Certification by RDA-MNC does not guarantee that the nomination will be approved by the department.
RDA-MNC is only able to provide information about the RSMS Visa application and is unable to provide advice on general migration matters outside of the scope of the RSMS scheme.
